Abstract

This phenomenology study was conducted to investigate the competencies, promotions and rewards of educators (Gadik) in the Doctrine, Education, Training Command of Indonesian National Military-Naval Force (Kodiklatal). The objectives of this study was to understand the appropriate competency model and promotion that had been required by educator position as well as to figure out a system that maintained educators through reward and punishment in order to advance appreciation for educators in Kodiklatal. In this study, interviews were conducted to educators with guided and unguided interviews. The main informants were some structural officers of Kodiklatal; and the additional informants were Officers’ Advanced Education School (Selapa). Then, the interview results were transcribed and analysed. As the results, this study indicated that the educators (Gadik) did not prioritize competencies as what the regulations stated. Indeed, the education should not be carried out, but the fact the navy education is continued. Obviously, Kodiklatal devotes to Navy regeneration of leader and personnel. In contrast, its educators’ career have not been even monitored. Referring to the phenomenon, this study argued that the educators’ action is primarily for service and empowerment for Indonesian National Military-Naval Force (TNI AL). Moreover, several implication of this study indicate that the right competency model is in accordance with Commander Regulation, Number 289/VIII/2005 and the Chief of Indonesian Navy regulation 01/I/2011. However, there are still numerous issues that have not been implemented properly so the requirements for competency test cannot be implemented according to the Chief of Indonesian Navy’s Regulation /28/V/2011. In summary, this cases will imply for the educators’ erformance in Kodiklatal and the quality of student outcomes. Key words: Competence, Promotion, Awards, TNI AL Educators, Human Resources
