Abstract
This research was prompted by the necessity to enhance the performance of civil servants in the Bali Province to achieve a better quality of public services. This research examined how Public Service Motivation’s role in mediating Servant Leadership and competence affects the performance of civil servants. The research design utilized a positivist (quantitative) approach with an explanatory type of research. The method employed was a survey method, with a sample size of 350 civil servant respondents from 10 local government institutions throughout the Bali Province. FGDs were performed to verify the research results and strengthen the conclusions. The quantitative analysis was based on multivariate analysis with structural equation modeling or SEM-PLS. The results of hypothesis testing indicated that Servant Leadership, competence, and Public Service Motivation had a positive and significant effect on employees’ performance. Additionally, both Servant Leadership and competence had a significantly positive effect on Public Service Motivation.. Public Service Motivation mediated the effect of Servant Leadership on employee performance. Public Service Motivation was proven as a partial mediation of the effect of Servant Leadership on employee performance. Meanwhile, Public Service Motivation acted as a partial mediation in mediating the effect of competence on employee performance. The research also confirmed the relevance of implementing the concept of public service motivation in the public sector. All hypotheses were accepted, and this study found a conceptual proposal of a non-financial approach model for enhancing the performance of civil servants in the Bali Province by positioning Public Service Motivation as mediating the effect of servant leadership and competence on performance. The Servant Leadership variable ranked highest as perceived by respondents in the good category and positively and significantly enhanced civil servant performance in the Bali Province. It was influenced by the suitability of the organizational context, culture, and acceptance of followers, who were civil servants in the Bali Province. Future research must explore the local cultural values that can affect the performance of civil servants.
